A warm welcome to all members for the new season. The PGA National Golf & Sports Club (CLUB) complies with the handicap system of the United States Golf Association (USGA) for the purpose of making the game of golf more enjoyable by enabling golfers of differing abilities to compete on an equitable basis – and with this goal and spirit in mind, please make an effort to understand the following. Compliance with the USGA handicap system requires that the CLUB -

  • Ensure that the our policies are consistent with the principles of the Rules of Golf,
  • Maintain a handicap committee (COMMITTEE) to monitor the integrity of the scores posted for handicap purposes,
  • Require members of the CLUB to post their scores for all the rounds, whether played at home or away,
  • Apply the - equitable stroke control – and - most likely score - concepts to any score prior to posting, and
  • Recognize any adjustment made to the handicap index of a player by the COMMITTEE because a handicap does not reflect his or her scoring record and
  • Revise the handicap indexes on the second and fourth Friday of each month.

Active participation by each member golfer of the CLUB is essential to the smooth working of the handicap system and therefore every member golfer has an obligation to –

  • Strive to make his or her best score at each hole in every round, regardless of where the round is played,
  • Post a score for peer review for every acceptable round played including, for example, a score even though having been disqualified,
  • Post a score even though a complete round is not played, i.e. post an 18-hole score whenever the play of 13 or more holes is completed,
  • Post a score immediately following the round so that the posted scores for the day are immediately available to all members for peer review,
  • Scores can now be entered from either of the locker rooms, or over the internet at the members web site – www.pgamembersclub.com,
  • Identify as a tournament [ “T” ] score any round designated a “T” score event, and
  • Ask for help from a COMMITTEE member if uncertain about posting matters.

The CLUB complies with the standards and rules established by the USGA and in doing so the Committee follows these guidelines –

  • The COMMITTEE attempts to review all CLUB events for accurate and complete posting of scores,
  • The COMMITTEE may also randomly review daily play by members to encourage posting of all scores whether a CLUB event or otherwise,
  • In the event a player does not post all acceptable scores or does not observe the spirit of the USGA Handicap System, the COMMITTEE shall adjust the index of the player accordingly,
  • Should a player have a minimum of two eligible tournament score index differentials that are three (3) strokes or more better than the current handicap index differential of the player, the current index of the player will be reduced in accordance with the existing USGA procedure,
  • The USGA Course Rating and Slope Rating for all PGA National Courses as well as the course handicap tables are posted on the member bulletin board in the staging area,
  • Notice of penalty score entries are also posted on the member bulletin board, and
  • The COMMITTEE can withdraw the Handicap Index of any member failing to comply with the standards required by the USGA handicap system.

The concept of most likely score applies whenever a player starts a hole but does not play the hole to completion. In such an instance, the USGA requires that a player add to the number of shots actually taken, the number of shots estimated to be required to finish the hole, and enter the total as the score for that hole. The concept also applies when a player does not play a hole at all but has completed at least thirteen holes and is therefore required to post a total round score – in this latter circumstance, the player records a score of par plus any applicable handicap shots for each hole not played.

Under the concept of equitable score control, the USGA requires that the score allowed on any one hole may require a downward adjustment to a maximum number in accordance with the following guide.

20 through 29 8
30 through 39 9
40 or more 10

Each golfer is individually responsible for the posting of all scores whether the play is on a home course or an away course.
